ART. 22. La Compagnie pourra être déchue des bénéfices de la présente concession au profit de l'État, qui seul pourra se prévaloir de cette déchéance---
1-Si après l'ouverture des communications dans les conditions stipulées à l'article 6 ci-dessus, il se produisait dans le service des correspondances entre le Cap Saint Jacques et Hai-Phong une interruption de plus de 6 mois, sans que la Compagnie dûment mise en demeure, ait justifié d'efforts suffisants pour faire cesser l'interruption.
2°-En tout état de cause, si pour les mêmes cas, l'interruption se prolongeait au-delà d'un an, sauf le cas de force majeure dûment constaté et reconnu par le Ministre de la Marine et des Colonies.
3-En cas de violation de l'une quelconque des clauses obligatoires qui sont imposées à la Compagnie par le présent traité.
En cas de déchéance les 250,000 francs de cautionnement, seront acquis à l'Etat, et la Compagnie perdra les droits d'atterrissement qui lui sont concédés par la présente convention.
ART. 23. Le Gouvernement français aura à toute époque en prévenant six mois d'avance, le droit de mettre fin à la présente convention et de racheter le cable qui en fait l'objet, sous des conditions à débattre au besoin, à dire d'experts.
A l'expiration des vingt années il pourra racheter le cable, sous les mêmes conditions, en tenant compte seulement de sa valeur marchande.
ART. 24. Toutes difficultés entre l'Administration et la Compagnie, concernant les clauses du présent traité, seront jugées administrativement à Paris.
ART. 25. Les dispositions contenues dans le présent traité...

ART. 22. The Company shall be liable to forfeit the Concession to the profit of the State, which alone can avail itself of the right of enforcing the forfeiture—
1st. If after the opening of the Service under the conditions stipulated in Article 6, there should be an interruption of the communication between Cape St. James and Hai-Phong of more than six months' duration, without the Company, after being duly called upon, being able to show that they had made every exertion to put an end to the interruption.
2nd. In any case, if for the same reason, the interruption should last more than one year, save the case of circumstances beyond control (force majeure), duly substantiated and admitted by the Minister of Marine and of the Colonies.
3rd.-In case of infringement of any one of the obligatory conditions imposed upon Company by the present Agreement.
In case of forfeiture the two hundred and fifty thousand francs deposited as a guarantee, shall belong to the State, and the Company shall lose the landing-rights conferred by the present Convention.
ART. 23. The French Government shall have, at any time, by giving six months' notice, the right to put an end to the present Convention, and to purchase the Cable, which is the subject of it, under conditions to be discussed in case of need, on the basis of valuation.
At the expiration of the period of 20 years the French Government shall have the right of purchasing the Cable under the same conditions, taking into account only its market value.
ART. 24. All difficulties between the French Administration and the Company concerning the clauses of the present Convention shall be decided administratively in Paris.
